Description
The U.S. Department of Labor’s (USDOL), Employment and Training Administration (ETA)’s Office of Unemployment Insurance (OUI) is required to ensure conformity and compliance of state unemployment compensation (UC) law, regulations, rules, and operations with Federal law. OUI developed online training to enable Federal and state UC staff to have year-round, self-paced access to training about Federal law requirements for UC programs and the Federal legislative review process.
The training course targets state UI directors, commissioners, deputy directors, agency counsel, legislative liaisons, and anyone in the agency directly involved in the policymaking process that can influence the content of legislation affecting state UI laws and regulations.
The content includes:
- A description of Federal law requirements
- An explanation of the Legislative Review and Conformity process
- A review of Federal UC laws
- A description of the importance of communications between OUI and states in the Legislative Review process
- A review of Unemployment Insurance Program Letters (UIPLs) and other department issuances
- An explanation of support efforts for states in developing, enacting, and implementing their state UC laws
In addition to providing the self-paced online training, the Office of Unemployment Insurance, Division of Legislation periodically provides a series of 12 webinars over a four-week period. Two employees from each state who are involved in UI legislation are nominated to attend the web-based seminar.
